Seems to me that the NC side of the Park, particularly around Fontana Lake, affords the best opportunity for sneaking up on them. A buddy and I surprised one splashing in a creek on Eagle Creek Trail. The boat shuttle drivers are very adept at spotting them while taking passengers to various drop-off points on the lake.
